Ukraine advances alignment of forest legislation with European standards

The Food and Agriculture Organization of the United Nations (FAO), in partnership with the European Union (EU), is supporting Ukraine’s efforts to align its forest legislation with European standards. This work is part of the EU-funded project “Inclusive, competitive and sustainable value chain functioning and development in agriculture, fisheries, and forestry sectors”, reported by SEEDS.

One of the project’s priorities is to support the adaptation of Ukraine’s forest legislation to the EU forest acquis – a set of EU laws and policies in the forestry sector. The process also takes into account the entering into force of the EU Deforestation Regulation, the EU Forestry Strategy to 2030, and the European Green Deal.

“Adapting forest legislation is a complex but necessary step in Ukraine’s path toward European integration,” said Hanna Antoniuk, Project Manager at FAO. “Our efforts build on the State Forestry Management Strategy 2035 and its Action Plan. By aligning with the EU forest acquis, Ukraine will strengthen sustainable forest management, biodiversity conservation, and climate change mitigation.”

As part of this effort, FAO, together with the National Forestry University of Ukraine, organized a two-day seminar on 20-21 March in Lviv. The seminar, which coincides with the celebration of the International Day of Forests, is focusing on harmonizing terminology, definitions, and legal concepts from EU forestry legislation with Ukrainian law – a critical step in ensuring consistency and clarity in future legislative reforms.

The event brought together experts, government officials, and forestry stakeholders to discuss key challenges and opportunities, exchange best practices, and define priority areas for further legislative alignment. Special attention was given to the European Green Deal and its significance for Ukraine’s forestry sector.

Harmonizing forest legislation is essential not only for Ukraine’s EU accession process but also to foster increased cooperation for preventing deforestation and forest degradation, while supporting the country’s long-term environmental and economic resilience.

This dialogue lays the foundation for building a strong, transparent, and sustainable forestry sector that meets international standards and contributes to Ukraine’s broader integration into the EU.
